Regional charters of rights are as much, if not more, about defining the values and priorities of the region and its countries as it is about protecting rights.  The idea of a North American community has been discussed and debated for decades. Like the development of all regional communities within the international order, it depends upon the identification of political, economic, social, and cultural features that bind its various states together. The extent to which a uniquely North American Charter of Rights is desirable or, even, possible provides a foundation for the postulation of a hypothetical charter, grounded upon a growing convergence of values that are increasingly shared among Canada, Mexico, and the United States.
