William (Bill) Richard is retired from the Canadian Forces after extensive experience in strategic planning, leadership, information technology, program management, policy, and international affairs. He was the Commander Canadian Defence Liaison Staff (London, England), responsible to the Chief of Defence Staff and the Canadian High Commissioner for bilateral Defence Relations with the United Kingdom. He also held several senior operational appointments in Ottawa, Kingston and at NATO Headquarters Brussels.
