Queen's international appointees usually apply under one of the following two classes. When deciding which class to apply under, be sure to check the processing times posted on the CIC web site. From the "Processing Times" page, pick the "Application processed outsideof Canada" link. Even if you are living in Canada when you apply, your PR application will be processed by the Buffalo, U.S. visa post of the Citizenship and Immigration Canada, and may be transferred to other Canadian visa posts in the U.S. once the application has been checked and found complete.
Apply under this class if you have worked in a professional capacity in Canada for at least two years and are able to communicate in English or French at an appropriate level. All applicants (even those who are native speakers of one of Canada's two official languages) must undergo a language test.

Ontario's Provincial Nominee program is employer-driven. The employer must be pre-screened and the position pre-approved before a nominee application package is provided to the nominee by Opportunities Ontario. A fee of $1500 is levied by Opportunities Ontario in addition to the usual fees for Permanent Residence and visas. Candidates are who are successfully put forward through the program will still need to complete the same application forms required for the Skilled Worker Class and the Canadian Experience Class. They will also have to undergo medicals and police checks. However, the language test for the primary applicant, that is required for all other PR classes, is waived under this program.
