How to make a submission through the IRCC Employer Portal 

To bring a foreign national to Queen's, either as a visitor or as an employee, a work permit will likely be required. To apply for a work permit, the foreign national will need an ID number (also called Offer of Employment Number). 

To obtain the Offer of Employment number, please complete the Employer Portal Information Collection Form.

Renewals: a new number must be obtained for each renewal.

Foreign nationals qualifying for an LMIA exempt Offer of Employment Number are:

Once you have completed the form and assembled the documents required for processing the form, please forward it to the portal representative in your faculty office, password protected. An Employer Compliance Fee of $230 must be remitted for first time applications as well as renewals, and you are asked to provide corporate credit card information on the form.

Units who require this process must contact their employer portal representative at Queen's. For Arts & Science, Applied Science and Health Sciences, please contact your faculty office for the name of the employer portal representative. For all other units, please contact the Faculty Recruitment and Support Program.

Information from the completed form (see link above) will be filed electronically with IRCC via the Employer Portal. This will result in an ID number which you must provide to your LMIA exempt worker or visitor so they can complete the work permit application. Detailed information on next steps to obtain a work permit will also be provided.

The following types of academic foreign workers are exempt from the requirement of a Labour Market Impact Assessment (LMIA):

  • Professionals entering under Free Trade Agreements (CUSMA - formerly NAFTA,  and Canada – Chile Agreement)
  • Visiting academics requiring work permits: Guest Lecturers, Visiting Professors, Research Award Recipients as described on the Queen's International Visitors website
  • Post-Doctoral Fellows - for information on this category please visit the Office of Post-Doctoral Training website
  • Canada Research Chairs and Canada Excellence Research Chairs (no fee required)
  • Individuals having an invitation from the International Experience Canada program

Even though language in the IRCC procedures reference “Employers” and “Employees”, visiting academics who have no employment status and are not paid by Queen's are also affected by these rules.

All renewals of permits under the above categories are also affected.

  1. Complete the PDF form above. You must fill in all fields. The application cannot be uploaded if information is missing. 

  2. Forward the form and required documentation (password protected) to your Employer Portal representative at Queen's.
  3. Make arrangements to pay the $230 fee (corporate credit card only).

  4. The Employer Portal will generate a unique ID number - send this to the foreign national to be inserted into their work permit application.
