Long-term Care
Long-term care facilities are designed for those who require availability
of 24-hour nursing care and supervision within a secure setting. Accommodation
is either private, semi-private (two people per room), or ward (three
to four people per room). Meals are usually served in a central dining
area, with the option of being served in your room. In addition to a dining
room, long-term care facilities may offer other facilities such as attached
lounges, beauty salons, gardens, etc. Rooms usually come completely furnished.
Long-term care facilities may be operated by private companies, municipal
councils, or non-profit organizations. Regardless of operator, all long-term
facilities must meet requirements set by the Ontario government for quality
of care, lodging, and services provided.
Application to all long-term care facilities must be done through the
KFL&A Community Care Access Centre
(CCAC). A referral may be made by anyone as long as the person being
referred is aware of the situation and the reason for the referral. Upon
receiving the referral, the CCAC will send a representative to evaluate
the candidate. The representative will ask the candidate (or in cases
of deteriorating mental condition, the candidate's substitute decision
maker or power of attorney) to pick up to three facilities in the Kingston
area.
The candidate will also need to have a physical performed by his or her
doctor. This information along with the CCAC's evaluation will be sent
to each of the chosen long-term care facilities. Each facility then decides
whether they are able to provide the necessary level of care. If they
can, the candidate will be placed on that facility's waiting list. The
length of the waiting lists varies greatly. In general, the waiting lists
for basic accommodation are longer than those for private accommodation.
Some facilities do not hold separate waiting lists. Once a candidate
reaches the top of the waiting list, he or she receives an offer for accommodation.
This offer can be refused if circumstances have changed, although you will
then be unable to reapply for long-term care for an additional six months.
The prices for long-term care are set
by the Ontario government. Currently, the rates are:
| Type
of Accommodation |
Price |
Basic accommodation
(Multiple people per room, the number of people and type of room that
fit this classification varies from facility to facility) |
$1,619.08 / month† |
Semi-private room
(Two people per room) |
$1,862.41 / month |
Private room
(One person per room) |
$2,166.58/ month |
† If the candidate's pension cannot pay the basic rate, subsidized
care may be provided by the Ontario government. The facility and the candidate
are responsible for setting this up. Subsidies are only available for
basic accommodation.
Respite (short-term) care currently costs $34.63/day. The CCAC should
be contacted for updated rates (the rates usually change on July 1st of
every year). Also note that these prices are for care, food, and lodging.
Other amenities—such as cable television, hairdressing, etc,—may
cost extra. They also have informative pamphlets that can help you in
making decisions. The Ministry of Health and Long-Term Care's web
site on long-term care also contains useful information.
*Note: These costs are current as of July 1, 2010.
