Queen’s University has a Senate Harassment/Discrimination Complaint Policy and Procedure which was designed to reflect the University’s obligations under the Ontario Human Rights Code and to prohibit discrimination and harassment on the grounds of race, ancestry, place of origin, colour, ethnic origin, citizenship, creed, sex, gender identity, sexual orientation, age, marital status, family status or disability. 

The human rights system at Queen’s consists of three distinct parts:

1. The Queen’s Human Rights Office (HRO)

The Queen’s Human Rights Office was established to administer the informal complaint process under the Senate Harassment/Discrimination Complaint Policy and Procedure.  In addition to assisting persons with human rights based concerns, the HRO raises awareness of human rights issues in the Queen’s community through educational programming. 

The HRO’s services include:

  • The provision of confidential advice related to human rights and equity
  • Human rights dispute resolution (as requested by complainants)
  • The provision of educational resources and workshops
  • The delivery and support of University human rights programming

2. The Queen’s Harassment/Discrimination Complaint Board

Should informal complaint resolution of a human rights concern be unsuccessful (or infeasible), Queen’s community members may make a formal written complaint requesting a hearing before the Queen’s Harassment/Discrimination Complaint Board.  The Chair of the Harassment/Discrimination Complaint Board will normally be a faculty member from the Queen’s Faculty of Law; members of the Board are selected from the Senate.

3. Respondent Advisor System

Under the Queen’s Harassment/Discrimination Complaint Policy and Procedure individuals named as respondents in human rights complaints are able to access confidential and impartial advice about their responsibilities and entitlements under the Policy and Procedure.  The respondent advisor system is coordinated by the University Secretariat office and is independent of the Human Rights Office.  To speak with a respondent advisor, respondents are asked to contact the University’s Coordinator of Dispute Resolution Mechanisms <drm@queensu.ca>   

 

**NOTE:  Nothing in the Queen’s Harassment/Discrimination Complaint Policy and Procedure precludes Queen’s community members from seeking advice from the Ontario Human Rights Legal Support Centre or from approaching the Ontario Human Rights Tribunal.
