Located at Queen's University, in Kingston, Ontario, Canada, the International Centre for the Advancement of Community Based Rehabilitation (ICACBR) is an organization committed to mainstreaming disability and advancing the concept of community based rehabilitation (CBR) practice in partnership with women and men with disabilities and their communities around the world. All of ICACBR's activities are directed towards achieving international excellence in CBR education, policy, service delivery and research.

The Centre's goal is to increase the acceptance and knowledge of CBR as an appropriate and realistic method for improving the quality of life of persons with disabilities, their families, and their communities. To achieve this goal, the Centre's interprofessional team provides services in the following areas:

Education:

  • enhance the role of Canadian universities in international CBR development;
  • facilitate the teaching of CBR skills internationally;
  • facilitate capacity building of women and men with disabilities, their families and communities;
  • facilitate development of interprofessional educational programs at undergraduate and graduate levels in disability, rehabilitation, health and social sectors;
  • promote continuing education for interprofessional teams;
  • offer online continuing education program.

Policy:

  • support the development of an enabling policy environment which promotes human rights, gender equality and participation of persons with disabilities;
  • support the development of policies for sustainability of intersectoral and interprofessional services at the community level;
  • support the creation of policies for sustainable human resources development in disability, rehabilitation, health and social sector;

Service Delivery:

  • facilitate the development and application of CBR services and appropriate rehabilitation technology;
  • develop strategies for sustaining CBR;
  • strengthening organizational and management skills of CBR service providers;
  • health and social system strengthening; and 
  • human resources development. 

Research:

  • identify core CBR characteristics and document lessons learns;
  • demonstrate the impact and increase the effectiveness of CBR for and with persons with disabilities, their families, and their communities.
