Since 1993, ICACBR has worked extensively in the Balkans, initially in service delivery during the conflict and subsequently, as part of the post-conflict reconstruction of the health care systems. In 1993, it participated in the introduction of CBR during the humanitarian crises. This lead to the development of CBR as a core dimension of national reform in rehabilitation services in the Federation and Republika Srpska (RS) of Bosnia-Herzegovina (BiH).
The RS Government first learned about CBR development through contact with the Federation of BiH Government. After attending ICACBR sponsored conferences and seminars in BiH during the post-conflict emergency phase (1996-97), the RS Government became very interested in developing their own CBR program. In January 1998, discussions began on developing a national CBR program in RS.
