Douglas M. Brown is an Assistant Professor, Department of Political Science, St. Francis Xavier University, Antigonish, Nova Scotia, Canada. He has been a Fellow of the Institute of Intergovernmental Relations since 1997. From 1990 to 1993 he was the Executive Director of the Institute From 1980-88, he held various positions in the Intergovernmental Affairs Secretariat of the Government of Newfoundland and Labrador. Dr. Brown continues to undertake consulting for the Canadian federal and provincial governments, including international agencies. In 2002-03 he served as Director of Research for the Government of Newfoundland and Labrador's Royal Commission on Renewing and Strengthening Our Place in Canada.

Dr. Brown is the author and editor of over 30 publications related to Canadian federalism, intergovernmental relations, and regional issues. Many of these are available from the Institute's publications list. He has a specific interest in intergovernmental relations on trade issues, with his latest project being Market Rules: Economic Union Reform and Intergovernmental Policy-Making in Australia and Canada, published in 2002 by McGill-Queen's University Press.
