In the summer of 2004, the Department of Infrastructure and Communities and its minister were asked to implement Prime Minister Paul Martin's promise to transfer a portion of the federal gas tax to municipalities as part of his New Deal for Cities and Communities. The following is my personal account of this intricate process as the founding Deputy Minister of Infrastructure Canada. The federal government had already developed relationships with the municipal world for a whole range of reasons. In this article, I will underline just one of them: the department's experience with the 2002 Canada Strategic Infrastructure Fund (CSIF).
