Toward 2014: Strategic Considerations for the Renewal of the Fiscal Arrangements

Objective:
The Purpose of this symposium would be to provide a neutral forum for a discussion among senior officials and experts about broad questions for the federation and strategic issues related to the renewal of the fiscal arrangements.
Proposed Format:
A series of broad strategic questions will be posed to help frame the symposium and the discussion will be facilitated by experts.
There will be 4 sessions over the course of a day and a half.
The questions will include:
- What is the purpose of the fiscal arrangements in a federation? What do we owe each other? What is an appropriate level of redistribution in the federation?
- What are the implications of the significant and growing disparity in fiscal capacity for the Canadian federation? What are the macro-economic implications of a regionalized economy?
- How should the affordability of the fiscal arrangements for the federal government be addressed?
- How can the fiscal arrangements be used to best support the sustainability of health and social programs for the provinces and territories?
There will be a combination of formal presentations and backgrounders prepared to help guide the discussion.
Attendance will be by invitation and capped at 50 participants including presenters. The primary audience will be senior FPT intergovernmental and finance officials. The invitation list can be expanded to include senior officials from line departments as appropriate.
