Memorandum of Agreement

Between Queen's University Staff Association and Queen's University

July 1, 1999 - June 30, 2002

This Agreement reflects the joint concern and commitment to fair and equitable compensation for Queen's General Staff. The parties appreciate the effort and cooperative spirit on the part of everyone who contributed to the discussions and this Agreement.

During the period of this Agreement, the compensation program will be as follows:


Year 1
Effective July 1, 1999

All salaries in grades 1 to 9,

except those which are above the range maxima;

All salaries in grades 1 to 9 which are above the new range maxima are red-circled and frozen until those salaries are in line with the range maxima;

A one-time payment will be made to each general staff employee who is at the range maxima or above the range maxima (red-circled) on June 30, 1999 and who is not eligible for a step increase. To be eligible for this one-time payment each employee must be actively employed on July 1, 1999 . The payment will be in the amount of $300.00 less statutory deductions and will be included in the July 30, 1999 pay;

Improvement to the Basic Life Insurance Plan. An increase to the Basic Life Insurance Benefit maximum from $150,000 to $200,000 under the current cost-sharing arrangement. Any changes to the multiplier (2x to 3x) will have to be processed through the late application process.


Year 2
Effective July 1, 2000

All salaries in grades 1 to 9, except those which are at or above the range maxima, will be moved up to the next step within the grade;

A scale increase of 1.3% will be applied to the salary grid, and to all salaries in grades 1 to 9, except those which are above the range maxima;

All salaries in grades 1 to 9 which are above the new range maxima are red-circled and frozen until those salaries are in line with the range maxima;

A one-time payment will be made to each general staff employee who holds an appointment within Grades 2 to 5 inclusive, who is at the range maxima or above the range maxima (red-circled) on June 30, 2000 and, who is not eligible for a step increase. To be eligible for this one-time payment each employee must be actively employed on July 1, 2000. The payment will be in the amount of $300.00 less statutory deductions and will be included in the July 2000 pay.

Improvement to the Dental Plan. An improvement in the Dental Plan Benefit to include Major Restorative at 50% coinsurance, with the new basic/major plan having an annual maximum of $3,000 per person.


Year 3
Effective July 1, 2001

All salaries in grades 1 to 9, except those which are at or above the range maxima, will be moved up to the next step within the grade;

A scale increase of 1.5% will be applied to the salary grid, and to all salaries in grades 1 to 9, except those which are above the range maxima;

All salaries in grades 1 to 9 which are above the new range maxima are red-circled and frozen until those salaries are in line with the range maxima;

A one-time payment will be made to each general staff employee who holds an appointment within Grades 2 to 5 inclusive, who is at the range maxima or above the range maxima (red-circled) on June 30, 2001 and, who is not eligible for a step increase. To be eligible for this one-time payment each employee must be actively employed on July 1, 2001. The payment will be in the amount of $300.00 less statutory deductions and will be included in the July 2001 pay.

The University strives to ensure employment of its staff. Therefore the University will further encourage departments to:

  • carefully examine job vacancies to ensure jobs are in the right employment category to meet their requirements;
  • employ continuing, term, or contract staff instead of casual staff, wherever possible; and
  • convert casual staff employed for more than four (4) continuous months and fourteen (14) hours per week to term or contract staff wherever possible.

The University Administration will distribute information to departments about Queen's commitment to staff asking each department to review its practices within the framework of Point 2 above.

Research, Grant and Contract employees will receive a salary increase effective July 1 of each of the three years of this Agreement as set out in the compensation program above, regardless of their normal renewal date.

A comprehensive review of our benefits package will commence January, 2000 and is estimated to be completed by July, 2001. This process will include the hiring of an external consultant and significant consultation with QUSA and other employee groups.
