Trade union Solidarity has claimed the government could have prevented the xenophobic attacks. According to its research, the government has neglected to ratify an International Labour Organisation convention - and this could have contributed to the outbreak of violence. Spokesperson Jaco Kleynhans said: "By ratifying the convention, the relevant government undertakes to ensure that (migrant) workers aren't employed illegally to work under poor conditions and for poor wages. If the government had ratified the convention, the attacks could have been limited and even prevented."
