Becoming the Deep State? The uneasy relationship between government policy and the rule of law

Deep State’ is a label used by critics of the modern administrative state. One of their complaints is that policy makers and officials seem resistant to the notion that their purpose is to serve the goals of the elected government, whatever that government’s agenda. Instead, some appear to believe that they have an independent mandate to protect the public interest as they see fit.  This discussion will raise some broad questions for those contemplating future careers in government policy development and related fields.
