Abstract:

On October 5, 2015 Canada and 11 other countries announced the conclusion of the Trans-Pacific Partnership (TPP) negotiations. Much has been said about the secrecy of the TPP negotiations, which is probably not a big deal. The negotiators claim the TPP is the most comprehensive trade agreement in the world, which might be a big deal, although we cannot be sure until the final text and associated side agreements are released. But what seems to be missing from TPP, and who is not participating, may be a bigger deal than what the agreement contains.
