Abstract:
Is ‘ government innovation' an oxymoron? For many years, governments in Canada have been looking to transform the way they deliver services to citizens, develop policy advice and achieve internal efficiencies. While there have been some successes, there have been many setbacks. Why? No one is better placed to answer this question than Wayne Wouters, former Clerk of the Privy Council and former Secretary to the Treasury Board in the Government of Canada.
