The Senate of Queen's University approved a set of "Procedures Governing the Establishment, Reporting and Review of Centres, Institutes and Groups at Queen's University" in March 1970. At that time, it was recognized that Institutes, Centres and other entities such as Groups were desirable "when their objectives and scope of activities are unlikely to be realized through existing structures or through less formal arrangements".
