Standards versus recommendations
This document consists of both standards and recommendations that, loosely defined, are "musts" and "shoulds", respectively.
We've tried to write this guide so that laymen can, at the very least, understand the issues involved in making web sites accessible if not solve the issue themselves. We consider the W3C web site as the ultimate guide to for web standards, however, the instructions on that site are written for experienced web developers.
