    Dr. Leuprecht estimates that contraband cigarette sales costs Ontario up to $1 bln in lost tax revenue, but that any solution sought must take into account the needs and rights of the province's legal tobacco growers and indigenous communities involved in the trade. The article, which was published by the Canadian Press, was also picked up in a number of local market dailies.
