Daycare Working Group Terms of Reference

December 2019

Queen’s University is committed to providing a positive learning and working environment for students, faculty and staff.  In support of this commitment, the independently operated Queen’s Day Care Centre has been providing high quality childcare for the Queen’s community for over 50 years. Both the daycare landscape and the university environment have evolved significantly over the past several years. Some of the changes include the introduction of full-day kindergarten and government policy changes in relation to student assistance and tuition.  Queen’s has an ongoing commitment to provide services for our community—as a publicly-assisted organization, this must be balanced against the university’s obligation to be financially responsible. Given the above noted changes, it is an appropriate time to review the university’s approach to providing this important service.   Interim Provost and Vice-Principal (Academic), Tom Harris formed the Daycare Working Group to:

  • Engage in broad consultation with the campus community regarding on-site daycare
  • Research on-site daycare models used at other universities
  • Collect benchmark information on other daycare centres in Kingston
  • Review the current approach to providing on-site daycare
  • Develop a final report for the Senior Leadership Team, summarizing findings and making recommendations for providing accessible, financially sustainable on-site daycare for students, staff and faculty at Queen’s.
