I. Terms of Reference

  • To review, and make recommendations regarding, proposals relating to the operation of the University when those proposals have cross-portfolio implications.
  • To ensure that operational proposals include, as appropriate:
    • consideration of institutional priorities;
    • detailed budgets, and the identification of the budget unit(s) assuming any residual liability;
    • detailed risk assessments;
    • assigned project leads, along with strategies to monitor the project through to completion;
    • strategies for communication and outreach.

II. Function and Authority of Committee 

  • The committee is not a decision-making body. Items are brought to the group for review, or for recommendation to the Vice-Principals’ Operations Committee (VPOC).
  • Any item brought to ORC:
    • Provides informational updates as part of a communication strategy to reach a broad university audience; committee members are expected to report back to their individual units in respect of such agenda items as appropriate.
    • Gathers feedback before making recommendations to VPOC (or any other governing committee or committees), or before implementation of an initiative that does not require approval from another body.

  • Two Deans (or delegates), selected by and from the six Faculty Deans

  • Human Resources
  • Planning and Budgeting
  • Information Technology Services
  • Office of the Associate Vice-Principal (International)
  • Office of the Provost and Vice-Principal (Academic)
  • Office of the Vice-Principal (Advancement)
  • Office of the Vice-Provost and University Librarian

The committee composition may be modified by the Provost and Vice-Principal (Academic), in consultation with VPOC.

V. Committee Meetings

  • All discussions are formally documented in minutes approved by the committee at the following meeting. 
  • Committee members should make every effort to attend meetings. Any member unable to attend is strongly encouraged to send a delegate.
  • Guests shall be invited by the Committee Chair and/or secretary to attend meetings as necessary. 
  1. Submission of Agenda Items
  • Agenda items must be submitted or sponsored by a committee member. 
  • Agenda materials must be submitted, together with an ORC submission form, five business days prior to the meeting. 
  • Items are added to the agenda on a priority basis.
  1. Meeting Dates
  • Meetings are held on the third Thursday of every two months from 2:00-3:30pm.
  1. ORC Agenda Items
  • Proposals submitted to ORC generally include, but are not limited to, university policies and procedures, when those proposals have cross-portfolio implications.  If it is unclear if an item should be submitted to ORC, guidance should be sought from the secretary of ORC.
