Phased Return to Campus

Return to campus request process

Units wishing to return to campus before on-campus activities are authorized to resume should first consider the Principles for decision-making during the COVID-19 pandemic.  If access is still deemed appropriate and necessary: 

  1. Unit completes the Request to Resume On-Campus Activities Form which collects necessary information to review opening plans.  
    • For units reporting to the Provost, forms must be approved and submitted by the Dean, Vice-Provost, or Deputy Provost or delegate. 
    • For all other units, forms must be approved and submitted by the applicable Vice-Principal or delegate.
    • Applications must be submitted at least 10 days in advance of the reopening.
  2. Form is submitted to campus.restart@queensu.ca  
  3. Proposals will be approved by the Academic Operations Group (AOG) and/or the Senior Leadership Team (SLT)
  4. After approval by AOG and/or SLT: 
    • Building capacity subgroup to map building capacity (if / as applicable)
    •  Guidelines/Health and Safety subgroup to review health and safety aspects of the plan and provide feedback to the submitting unit as required.
      • EH&S will liaise with David Walker/Heather Cole if public health input is required.  This should be limited because protocol information is publicly available.  
      • Campus Operations Group (COG) to be notified of proposals under review, and proposals approved.

Decisions on priorities for additional activities returning to campus in a phased approach will be guided by provincial measures. The list includes activities that have been recently approved under the provincial Phase 3 reopening framework.  It will be updated as additional activities are approved for a phased return to campus. Note that individual faculties and departments may have processes for internal approvals that align with the broader university approval process. 

Only faculty, staff, and students engaged in the following activities should be on campus (last updated September 22, 2020):   

  • Essential Services: 
    • Security 
    • Custodial  
    • Maintenance  
    • Construction 
    • Environmental Health and Safety 
    • Residence and Community Housing 
    • Approved Priority 1 and Priority 2 Research Labs 
    • IT support 
    • Student Wellness Services 
    • University Planning
  • Intermittent access for staff and faculty who need access to on-campus materials and facilities to develop courses for remote delivery. 
  • Temporary on-site access is permitted to allow individuals to complete specific tasks and to retrieve materials necessary to continue their work remotely. 
  • Temporary on-site access to review and prepare office premises for a return to campus in accordance with the Guidelines 
  • Qmobile curbside service 
  • AMS Foodbank curbside service  
  • Library - study space / internet access
  • Outdoor athletic facilities: Tindall and Nixon fields and the Main Campus Tennis courts. 
  • Clinical student placements in the Faculty of Health Sciences (Medicine, Nursing, Rehabilitation Therapy). 
  • Drug Smart Pharmacy in the Queen’s Centre 
  • Campus Dentist in the JDUC 
  • Hospitality Services
  • Arts and Science - Staff with extenuating circumstances
  • Faculty of Health Sciences - Clinical support
  • AMS Common Ground Take-out
  • Agnes Etherington Art Centre
  • Psychology Clinic
  • Queen's University Biological Station - video production for virtual camp
