Brian O'Neill, CFA, Director

Roles and Responsibilities:

  • Oversees the investment activities of the university’s pension, endowment, and various operational assets in accordance with policies approved by the Pension and Investment Committees;

  • Manages the university’s cash flow and liquidity requirements, including oversight of the short-term investment portfolio and sinking fund;

  • Monitors and manages foreign exchange and derivatives requirements for the university and its affiliated entities;

  • Proposes and implements changes to investment-related policies;

  • Conducts ongoing due diligence of investment managers, assesses performance, coordinates searches, and recommends manager changes as required;

  • Develops and builds upon relationships with external investment managers, market dealers, custodians, trustees, investment consultants, and other providers of investment and administrative services;

  • Reviews and recommends the distribution policy of the Pooled Endowment Fund.

    Brian O’Neill accepted the position of Director, Investment Services in September 2013 after spending just under a year as the department’s Interim Director.

    A Kingston native, Brian joined Queen’s in December 2011 after spending 10 years in Toronto in various investment roles. Most recently, he was Associate Director of Fund Analysis at Morningstar Research, Inc., where he conducted fund industry research and supervised due diligence of investment managers. He was also a member of Morningstar Canada's Investment Committee, making investment recommendations to institutional clients.

    Prior to joining Morningstar, Brian worked for BMO Nesbitt Burns, specializing in managed products for private clients. Before that, he held a management position in the Kingston tourism industry as Associate Supervisor of Programs at Fort Henry.

    Brian earned a Bachelor of Commerce (Honours) degree from Queen's (where he also played football for the Gaels) and is a Chartered Financial Analyst (CFA) charterholder.
