Pipelines, Public Service and the Canadian Federation: Perspectives from an Energy Regulator

Abstract: Thirty years after graduating from the School of Policy Studies at Queen's University, Canada Energy Regulator CEO Tracy Sletto reflects on the experiences that shaped her public service career. Blending personal stories with insights from Canada's energy regulator, she explores regional identity, federalism, energy policy, regulatory reform, Indigenous Reconciliation, and considers how trust, transparency, inclusivity and public service can help Canada navigate an increasingly complex world.

Biography: Tracy Sletto is the Chief Executive Officer of the Canada Energy Regulator (CER), where she leads Canada's primary federal safety and economic energy regulator, responsible for overseeing the safe and efficient transportation of energy through federally regulated pipelines and powerlines and in providing energy information and analysis. She became CEO in December 2023 and has extensive executive leadership experience in public policy, finance, economic development, and regulatory affairs. Prior to joining the CER in 2011, Tracy held leadership roles with Western Economic Diversification Canada and the Government of Saskatchewan. She holds a Master of Public Administration from Queen's University and a Bachelor of Arts from the University of Saskatchewan.
