Council and Committees

The core data governance work is overseen by committees of Data Trustees (for tactical data decisions) and Data Stewards (for operational decisions and stewardship of data). Committees will provide data governance oversight by resolving common issues, and by developing and implementing policies, standards etc. with specific responsibilities as described below.

 

The Data Governance Council (DGC) is the leadership and decision-making forum for all data strategy and governance work at the University. The Council is chaired by the Provost and Vice-Principal (Academic) and includes the Senior Leadership Team (SLT), Data Governors, some Associate Vice Principals (AVPs), Deans, the Executive Director (IRP) and the University Registrar.

The role of the DGC is to champion change, shift culture from “my data” to “University data”, and to drive& innovation opportunity using university data to achieve the goals of Queen’s Strategic Plan. The DGC will also set strategic data direction and will be the final decision-making authority for all data-related decisions.

DGC members have established a sub-committee, which is a smaller grouping of DGC members who represent critical data areas. This sub-committee has been established to create an efficient and agile decision-making body that represents the DGC membership and can convene more frequently than the full DGC.

The DGC Sub-Committee (DGCSC) is tasked with oversight of data governance policies and standards, data governance framework, prioritization of projects, and making decisions based on recommendations from the Data Trusteeship Committee.

The Data Trusteeship Committee (DTC) includes Data Trustees, representatives from faculties, and subject matter experts. The DTC is responsible for overseeing development and maintenance of& university‐wide policies, standards, and guidelines to access and manage data while ensuring data protection and privacy. This committee also provides oversight and decisions related to critical data, common definitions, data quality, etc. for university data.

Data Steward Groups include Data Stewards accountable for data in their sub-domains and Data Representatives from faculties who work together to address common needs related to data stewardship that include:

  • Collaborating and participating in the development of Queen's Data Glossary, Data Catalogue and Metadata initiatives
  • Support and implementation of policies and practices related to data quality
  • Support and implementation of data security, privacy, and compliance standards

Working Groups are established based on the specific needs of a project. These groups can include data stewards and/or their delegates, subject matter experts, and technology experts who collaborate for a project that requires data stewardship and diverse areas of expertise.&
