Please join us on Wednesday, April 17 to hear Thomas Hughes discuss  on: “Flexing Muscles and Making Friends: Military Exercises in Europe, 1980-2017”. 

In the heat of the Cold War military exercises in Europe were seen a potential flash-point, with fears that the manoeuvres could be transformed into an offensive operation or misinterpreted, turning them from a training event into the catalyst for conflict. With accusations of Russian obfuscation of exercises and rancorous discussion over many of NATO’s training events, military exercises have re-emerged as a critical point of contention. 

Although military exercises have been a key part of the security landscape in Europe for many decades, the mechanism between these otherwise innocuous training events and their broader political effects merits further discussion. Looking in particular at the NATO response to Soviet and Russian exercises in Europe between 1980 and 2017, this presentation will examine the function of exercises, why some manoeuvres are perceived as more problematic than others, and how they have contributed to shaping state relationships.
