Continuity and Change in International and Defence Policy

Navigating Emerging and Enduring Challenges

Edited by Michael Murphy, Katherine Rossy, and Howard Coombs

This edited volume commemorates the 50th Anniversary of the Centre for International and Defence Policy. It looks at the changing environment of international politics and security by exploring the intersection of enduring strategic concerns and emerging global threats. Contributors will address topics such as great power competition, alliance dynamics, technological change, increasing climate-driven insecurity, and the militarization of new domains within defence and security. Emphasizing both historical continuity and policy evolution, the volume offers insights into how states, institutions, and individuals adapt to shifting power dynamics, technological disruption, and transnational challenges in a changing world order. Recognizing the breadth of research undertaken over the last 50 years at the Centre, this volume sets an ambitious scope of work for the next half-century.

To capture a range of perspectives and cover a variety of issues, we are inviting focused chapters of 2000-3000 words. Full chapter drafts will be due by 29 October 2025. Chapters should follow the Chicago manual of style with footnotes, and minimize additional formatting whenever possible. If graphics are used, you must hold the copyright or have permission to use, and you must provide a high resolution (1.0mb or 300 dpi) image.

If you are interested in contributing to the volume, please send an email with a brief summary of your intended chapter topic to michael.murphy@queensu.ca.

Initial deadline for abstracts is August 15, 2025.
