As the University Veterinarian of the University Animal Care Committee, Dr. Winterborn is responsible for the direction of that care and use of animals at Queen's University. This includes monitoring animals and animal care facilities and providing veterinary services when necessary.

The University Veterinarian is always available for consultation and to advise investigators and instructors using animals in their work.

• Serves as Chief of Staff to the VPR and as a member of the VPR Executive.
• Provides executive leadership to various shared service functions including research services, research compliance, training and ethics, and research centres, institutes and infrastructure.
• Leads VPR staffing, financial and budget functions.
